Tres asuntos de Oaxaca

La agenda nacional está repleta de información, pero la local también. Tres asuntos. El primero, las observaciones sobre irregularidades de la cuenta pública de Alejandro Murat. El segundo, la defensa del patrimonio cultural y, el tercero, la nociva política de gobierno de apropiarse de las festividades populares.
En el año 2019, Alejandro Murat, obtuvo la autorización del Congreso para endeudar al estado de Oaxaca por hasta 3500 millones de pesos. La justificación fue la realización de diversas obras, entre de ellas enlistó varios proyectos estratégicos como el Libramiento Sur de la ciudad de Oaxaca, la modernización de la carretera Barranca Larga-Ventanilla, la construcción de rastro TIF de los Valles Centrales en Tlacolula y la construcción de Centro integral de residuos sólidos en Villa de Zaachila. Prometió sacar a los soldados de Ixcotel con un mal llamado Proyecto de Desarrollo Intraurbano del Oriente de la Zona Metropolitana de la ciudad de Oaxaca por 1 mil 300 millones. De todo lo enlistado nada cumplió, excepto recibir los miles de millones y entregar obras a medias y mal hechas, como el Centro Cultural Álvaro Carrillo, el Centro de Convenciones, el Centro Gastronómico, el Centro de Convenciones de Huatulco o la inconclusa carretera hacia el aeropuerto.
El gobierno primaveral acaba de encontrar una serie de irregularidades y el exgobernador debe ser llamado a cuentas para deslindar responsabilidades.
El segundo tema de actualidad es el escándalo por la aparición de una marca de mezcal denominada “Mixes” en cuya imagen de comercialización participó la periodista Paola Rojas. Ahora se sabe que la marca es de una exfuncionaria y exdiputada de nombre Martha Patricia Campos Orozco.
Aquí hay dos asuntos trascendentes. El primero es la apropiación de una denominación que se convierte en una apropiación cultural porque usa, de manera particular y con fines comerciales, elementos de una cultura ajena a la que no pertenece ni representa y sin el debido entendimiento, respeto o reconocimiento de su significado o contexto original. Es necesario que por respeto a la comunidad Mixe, la autoridad retire el registro.
Por el otro lado están los talibanes que salieron en defensa del patrimonio cultural cometiendo una apropiación como la que critican, es decir, dos o tres voces de algunos autodenominados “guardianes” de la cultura, asumieron la representación de toda una comunidad sin necesariamente tener el consenso de sus miembros. Salir a realizar acusaciones indiscriminadas sin matizar los contextos es también un abuso y linchamiento que llevan a la rigidez cultural y al desaliento de quienes, de buena fe, podrían ofrecer algún apoyo. La defensa de la cultura no debe someterse a la visión única de algunos iluminados ignorando que la cultura tiene una naturaleza dinámica y detener ésta tiene como consecuencia una visión rígida y reduccionista.
El tercer tema también es delicado porque se trata de la apropiación del gobierno de las festividades populares. Ignoran que, cuando las autoridades gubernamentales asumen el control sobre las festividades de la cultura popular, existen varios riesgos asociados a la autenticidad, la autonomía y la función social de estas celebraciones. Las políticas públicas deben ser en apoyo, pero no en la apropiación.
La intromisión gubernamental politizará las fiestas y les darán un sesgo ideológico que debe mantenerse ajeno a estas tradiciones. Ya se apropiaron de la Guelaguetza. El gobierno, más bien sus funcionarios, desvirtúan la autenticidad cultural, porque le quitan el carácter espontáneo de la gente que participa y las adaptan más en función del turista que en las creencias de la gente. Terminan copiando a Hollywood o a Disney para hacerlas atractivas comercialmente.
La intromisión conduce a la pérdida de la autonomía e iniciativa comunitaria. Normalmente suelen ser organizadas de manera autónoma por las propias comunidades, quienes deciden aspectos como los rituales, la decoración, la música y los símbolos. Para evitar estos riesgos, es fundamental que las autoridades adopten un papel de apoyo, respetando la autonomía y las decisiones de las comunidades y los barrios.
La intromisión del gobierno en la cultura popular le otorga fines políticos y es usada como propaganda para ganar popularidad. Desplazan a quienes son poseedores de saberes y tradiciones de muchos años atrás y con esta burda y abierta intromisión buscan una dependencia económica y organizativa como una forma de control social con el fin perverso de convertir a las comunidades en dependientes permanentes de los apoyos externos.
El gobierno debe apoyar, pero no debe entrometerse. Exigimos que respete la autonomía de quienes organizan esas fiestas a pesar de que no sean sus simpatizantes. La identidad cultural debe permanecer ajena al control y discurso oficial por el bien de Oaxaca.
